HHSC Publishes Updated Provider Letter 2026-06, Replacing Previous Guidance
The Texas Health and Human Services Commission Long-term Care Regulation has released a revised Provider Letter, PL 2026-06, outlining a new process for submitting Medicaid occupancy reports. This updated letter replaces the previous Provider Letter 15-06.
The guidance applies to licensed Medicaid-certified nursing facilities and explains changes to how these facilities must submit their Medicaid occupancy reports.
Starting June 01, 2026, nursing facility providers will be required to submit all Medicaid occupancy reports through the Texas Unified License Information Portal, also known as TULIP. It is HHSC’s online licensing system created for licensed long-term care providers.
Providers can find the occupancy reporting option under the “Reporting” section on the Provider Portal home page.
HHSC encourages nursing facilities to review the full provider letter to understand the updated reporting requirements and submission process.
