Texas Medicaid to Update CSHCN Dental Provider Manual With New D9110 Billing Requirement

Texas providers participating in the Children with Special Health Care Needs (CSHCN) Services Program should take note of an upcoming update to the program's provider manual.

On October 15, 2026, the Texas Medicaid & Healthcare Partnership (TMHP) will update Chapter 14, "Dental," of the CSHCN Services Program Provider Manual. The update will clarify that providers are required to submit the ET modifier along with claims for procedure code D9110 to indicate that the service was provided on an emergency basis.
