CSHCN Provider Manual to Revise Telehealth and Teledentistry Service Guidelines
On Aug 14, 2026, the Texas Medicaid & Healthcare Partnership will update the Children with Special Health Care Needs Services Program Provider Manual. The update will revise record retention requirements for telemedicine medical services, teledentistry dental services, and telehealth services.
This change follows the requirements outlined in House Bill 1700, 89th Legislature, Regular Session, 2025.
Telecommunication Services
TMHP will add new language to Chapter 38, Telecommunication Services Handbook, subsection 38.2, Benefits, Limitations, and Authorization Requirements.
Under the updated guidance, health professionals who provide telemedicine services must follow all applicable Texas laws, including the Texas Occupations Code, Title 3. They must also comply with rules and standards set by their licensing or certifying board.
This includes properly obtaining and documenting informed consent for treatment, data collection, and data sharing. Providers must also protect patient privacy and data security while meeting all record retention requirements.
Teledentistry Services
TMHP will also update Chapter 14, Dental, subsection 14.2.3.3, Teledentistry Services.
Dental providers under the CSHCN Services Program who offer teledentistry services must follow applicable Texas laws, including the Texas Occupations Code, Title 3. They must also comply with rules and standards established by the Texas State Board of Dental Examiners.
These requirements include obtaining and documenting informed consent for treatment, data collection, and data sharing. Providers must also ensure that patient information remains private and secure while following all record retention rules.
